1. Each non-expansion team will "franchise" 6 players. Any player that is not "franchised" will be eligible for the draft. However, teams do not have to franchise 6 guys, they can franchise less if they choose.
2. There may only be four players taken from any one non-expansion team.
3. There will be 4 rounds
4. Any player undrafted will return to their original team.
5. All players will use contracts they are currently under. So, expansion owners need to make sure they stay under the cap.
6. This will be a "snake" draft. First pick in round one has last in round 2 and vice versa. If you are unsure what that means look at the draft order.
7. The draft will begin at 1:00 p.m. eastern time on Wednesday, June 4th. (So, that's 12:00 pm. Central, 11:00 a.m. Mountain, and 10 a.m. Pacific).
7. There will be a 10 hour time limit for each pick in the first round. So, if member A makes a pick at 1:00 P.M., then member B has until 11:00 P.M. to make their pick. Once we reach the second round, the time limit will be shortened to 5 hours.
8. There will be a dead period for making picks starting at 12:01 A.M. Eastern time and lasting until 9:59 A.M. Eastern time. However, this does not mean you are not allowed to make picks at this time. You are more than welcome to make picks during these hours. This just means that you will not be on the clock, rather your clock will be paused.

45th pick in the draft speeds up the clock? I think there are only 40 picks total.

Good catch. These are basically the same rules from the rookie draft, so I haven't looked at them too closely yet.
