I would assume I will have the normal amounts of attempts a team would have in resigning a player and that previous attempts by Vancouver this off-season are not counted against my franchise in this attempt to resign him. If this is not the case then I will not accept. If this is the case, I accept.

That is my understanding of the rule as well.
Vancouver accepts. A pair lottery picks and an established starter was the best haul offered to me and I'm going to take it. I would have liked to keep Howard but his salary was going to be prohibitive to me, and last year showed that even with Dwight my team was not a true contender. Paying the $14 million he wanted would have prevented me from adding any pieces to help my team get better/deeper/faster/stronger/sexier/smarter/etc.
